ADVERTISEMENT FOR BIDS 2020 UTILITY AND STREET IMPROVEMENTS – S.A.P. NO. 072-632-006 CITY OF WINTHROP WINTHROP, MINNESOTA ENGINEER PROJECT NO. 19-22871 General Notice City of Winthrop (Owner) is requesting Bids for the construction of the following Project: 2020 Utility and Street Improvements – S.A.P. No. 072-632-006 Engineer Project No. 19-22871 Bids for the construction of the Project will be received by ISG (the Engineer) electronically through QuestCDN until Thursday, April 16, 2020 at 10:00 a.m. local time. At that time the Bids received will be posted publicly online. The project includes the following major quantities of Work:

For assistance and free membership registration, contact QuestCDN at 952.233.1632 or info@questcdn.com. Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Bidding Documents may only be purchased for download online at the designated website for a fee of $20. The bidder must electronically submit the proposal online using the designated website. The bidder must pay an online bidding fee of $25. The Owner reserves the right to hold and consider the bids for 60 days after the date of the bid opening. The City of Winthrop reserves the right to reject any or all bids and to waive any informalities or irregularities. No bidder may withdraw their bid for a period of 60 days. A Proposal Guaranty for at least 5% of the total bid amount shall accompany the proposal as outlined in the project documents. A bidder’s bond shall include certified copy of the power of attorney. Important Information Regarding Property Assessments This may affect your 2021 property taxes. The Board of Appeal and Equalization for Cornish Township will meet on Tuesday, April 14, 2020 at 6:00 p.m. Cornish Town Hall 30116 565th Ave., Winthrop. The purpose of this meeting is to determine whether property in the jurisdiction has been properly valued and classified by the assessor. If you believe the value or classification of your property is incorrect, please contact your assessor’s office to discuss your concerns. If you disagree with the valuation or classification after discussing it with your assessor, you may appear before the local Board of Appeal and Equalization. The board will review your assessments and may make corrections as needed. Generally, you must appeal to the local board before appealing to the county board of appeal and equalization.
