Minutes for a Regular Meeting of the Winthrop City Council November 1, 2021 A regular meeting of the Winthrop City Council was called to order at 7:00 p.m. on Monday, November 1, 2021, for the purposes of conducting the business of the city. PLEDGE OF ALLEGIANCE, I. CALL TO ORDER The meeting was called to order by Mayor Pierson at 7:00 p.m. ROLL: Council members: Kelly Pierson, Rob Edwards, Dale Malheim, Megan Schmidt, Julie Trebelhorn and Pete Machaiek. Members absent: City Staff present: City Clerk/Treasurer Melissa Lorenz, Public Works Director Troy Martin, Interim Chief Aron Hacker. Audience: Mike Mattison (Winthrop News), Michael Looft. II. OPEN PUBLIC FORUM No one spoke. III. APPROVAL OF AGENDA Councilman Trebelhorn added to new business item C; Library Board Update, Councilor Schmidt added to new business item D. Parking on Carver St:. Motion made by Councilor Malheim, second Trebelhorn. Passed voice vote. IV. APPROVAL OF CONSENT AGENDA Motion Edwards, second Malheim. Passed Voice vote. V. NEW BUSINESS A. Approve Michael Looft contract as City Administrator/EDA Director (A) Motion made by Councilor Edwards to approve the contract second Councilor Trebelhorn Passed Voice Vote. B. County Rd 42 Ditch assessments-(A) The city has received notice from Sibley County that they will be assessing County Rd Ditch 42, For an approximate total of $21,300. Clerk/Treasurer Lorenz wanted the council to advise, if to pay them in full or in the 8 installments with 4% interest. Council okayed to pay in December in full. Motion Councilor Malheim, second Edwards passed voice vote. C. Discussion regarding current Utility Rates (l) Councilor Machaiek advised the council that MMPA will be raising the cost of wholesale power and that it may be time for the City to look at what the rates are. Council would like the Utilities Commission to meet and discuss. Also, a review of the rate study that was done in 2017. Council to discuss further at December meeting. D. Library Board Update (I) Councilor Trebelhorn updated the council that she would like the city library board to be up and running by January l. The City library board will act as an advisory board to provide feedback to the council, establish policies, help prepare their budget and establish good support between the library and the city. E. Councilor Schmidt added to new business the issues on Carver with the parking. Motion made by Schmidt to vacate all parking on the left side of the street on Carver from 3rd St. to 1st St. second Councilor Edwards to vacate parking by Dec. 1st, paint the curb yellow and get signs to utilize parking in the city’s dirt lot. CABLE COMMISSION-None k. PARK COMMITTEE-Park l. MISCELLANEOUS VII. ADJOURNMENT Motion Malheim, second Trebelhorn to adjourn. Passed voice vote. Meeting adjourned at 8:03 p.m.
