Independent School District GFW Public Schools June 20, 2022 Summary of regular school board meetings. Full text is available for public inspection at 323 East 11th Street, Gibbon, MN 55335. CALL TO ORDER The regular board meeting of the GFW Public School Board was held on June 20, 2022 at the Elementary School Gibbon, MN. Board Chair Kuehn called the meeting to order at 6:30 p.m. ALSO present: Superintendent Horton, Haas, Merkel, Schmidt, Lee, Prochniak, Tech Werner, Accountant Burns, Principal Galetka, CFO Heine, School Nurse Bruns, Principal Thompson, ECFE Director Schiro, Staff, Parent, Press Hanson, Mike Hoheisel, Baird, Food Service Walter Absent: None APPROVE AGENDA Haas moved with support from Lee to approve the agenda with the removal of new hire Emily Wurm. Motion Carried. CONSENT AGENDA Prochniak moved with support from Haas to approve the following consent agenda with the removal of hire Emily Wurm. Motion Carried. APPROVAL OF RESOLUTIONS AND ACTION ITEM CFO Heine presented FY23 Budget Fiscal Year 23 Budget Kuehn moved with support from Haas to approve FY23 Budget. Motion Carried. Jake Langemo presented the year end Q-Comp Report. Q-Comp End of Year Report Prochniak moved with support from Lee to accept the Q-Comp year end report. Motion Carried. Resolution : MSHSL 2022-2022 Membership Kuehn moved with support from Lee to approve the MSHSL 2022-2022 Membership. Yes – Haas, Merkel, Kuehn, Schmidt, Lee, Prochniak No – None Motion Carried. Approval of Identified Official with Authority (IOwA) Schmidt moved with support from Prochniak to approve The Minnesota Department of Education (MDE) requires that school districts annually designate an Identified Official with Authority to comply with State Access Control Security Standard 1.), which states that all user access rights to Minnesota state systems must be reviewed and recertified at least annually. The Identified Official with Authority will assign job duties and authorize external user’s access to MDE secure systems for their local education agency (LEA). It is recommended the board authorize Jeff Horton to act as the Identified Official with Authority for GFW 2365-01. Motion Carried. Call For Fuel and Milk/Juice Bid Kuehn moved with support from Prochniak to go out for a bid for Fuel and Milk/Juice for the 2022-23 School Year. Motion Carried. Set Date to Canvas School Board Election (Must be between November 14, after 4:30pm – November 18) Haas moved with support from Lee to Canvas the School Board Election Results on November 15, 2022 at 6:30 p.m. Motion Carried. Health and Safety Projects Business Center, MS/HS Gym and Transportation Garage in Winthrop Improvements Kuehn moved with support from Prochniak to approve the Business Center Improvements, MS/HS Gym Improvements and Transportation Garage in Winthrop Improvements. Motion Carried with a 4/2 Vote. GFW Signage Kuehn moved with support from Lee to table until the July Meeting. Motion Carried. Tweaks needed to the 2 concepts, cost and timeline. Free Admission for Senior Citizens at GFW Athletic and Activities Events Schmidt moved with support from Prochniak to approve Free Admission for 55 and Older Senior Citizens to GFW Athletic and Activities Events. Motion Carried. Resolution: Acceptance of Donations Kuehn moved with support fromLee to approve a $250.00 donation from Joel & Lynn Majeski for the Nolan Majeski Scholarship, a $60.00 donation from Blackbaud/Ecolab Giving Fund Employer Donation, a $1000.00 donation from Tammy & Jeff Rose for the HS Football Team. Yes – Lee, Schmidt, Prochniak, Kuehn, Haas, Merkel No – None Motion Carried. ADJOURNMENT Schmidt moved with support from Lee to adjourn at 8:27 p.m. Motion Carried. Marisa Lee, Clerk 43c

 

EXHIBIT A NOTICE OF FACILITIES MAINTENANCE PROJECTS Independent School District No. 2365 (GFW Public Schools) Sibley, McLeod, Nicollet, and Renville Counties, Minnesota Notice is hereby given that the School Board of Independent School District No. 2365 (GFW Public Schools), Sibley, McLeod, Nicollet, and Renville Counties, Minnesota (the “District”), intends to issue its general obligation facilities maintenance bonds in the maximum aggregate principal amount of $2,375,000 (the “Facilities Maintenance Bonds”) pursuant to Minnesota Statutes, Chapter 475, as amended, and Minnesota Statutes, Section 123B.595, as amended. The proceeds of the Facilities Maintenance Bonds will be used to finance certain deferred maintenance and health and safety capital projects, including but not limited indoor air quality and asbestos abatement included in the District’s ten (10) year facilities plan and to finance related costs. The total amount of District indebtedness as of July 1, 2022 is $600,000. If these proposed Facilities Maintenance Bonds are issued, the total indebtedness of the District will be $2.975,000.
