Residents/Property
Owners/Renters,
Starting in May/June the Winthrop Police Department will begin sending notices to residents that are not in compliancy with city nuisance ordinances. We should start seeing nicer weather and residents are asked to bring their property into compliance. Please correct any violations on your property/rental property.
Here are some common violations that we will be looking for (but are not limited too):
• Junk Motor Vehicles – Any vehicles on the property (unless stored in garage or storage building) that do not have current registration or appear to be undriveable/inoperable (flat tires, missing vehicle parts, etc.) “Vehicles” is defined by Minn. Stat. 169.01.
• Public Nuisances – the piling, storing, or keeping of old machinery, junk, furniture, household furnishings or appliances or component parts thereof, garbage, or other non-usable debris on yard/property in view of the public.
• Lawn/Weed Control – Any grass or weeds growing upon any lot or parcel of land to a height greater than 6-inches, or which have gone or about to go to seed would be an ordinance violation.
• Unlawful Parking and Storage –Boats or trailers of any kind parked upon a city street for longer than 48 hours.
• Building Appearance – Chipped, cracked, noticeable deterioration of painted exterior siding on house, garage, shed, storage building; holes on roof(s)/eves, etc.

Failure to comply with nuisance ordinances set forth by the City of Winthrop may result in a citation issued by the Winthrop Police Department, in the amount of no more than 200-dollars.
Let us do our part as residents of this wonderful city, in showing respect to our neighbors and ourselves by being good stewards of our property and households. We all deserve to live in a safe and clean community that we can take pride in. For those of you who are already doing so, thank you. Your voluntarily effort into being in compliancy with city ordinance is greatly appreciated.

Notice is hereby given that the Board of Appeal and Equalization of Bismarck Township shall meet on Tuesday, April 18th, 2023 at 10:00 a.m., at the Bismarck Township Treasurer’s home at 22367 591st Avenue, Gibbon, MN 55335. The Purpose of this meeting is to determine whether taxable property in the jurisdiction has been properly valued and classified by the assessor, and also to determine whether corrections need to be made.
If you believe the value or classification of your property is incorrect, please contact your assessor’s office to discuss your concerns. If you are still not satisfied with the valuation or classification after discussing it with your assessor, you may appear before the local board of appeal and equalization. The board shall review the valuation, classification or both if necessary, and shall correct it as needed. Generally, an appearance before your local board of appeal and equalization is required by law before an appeal can be taken to your county board of appeal and equalization.

Notice is hereby given that the Local Board of Appeal and Equalization of the Township of Transit, in Sibley County, Minnesota, will meet on Tuesday, April 11, 2023, at 3:00 p.m., in the home of the Township Clerk, Wayne R. Grams, at 24799 501st Ave., Winthrop, MN 55396. The purpose of this meeting is to determine whether taxable property in the jurisdiction has been properly valued and classified by the assessor, and also to detemine whether corrections need to be made.
If you believe the value or classification of your property is incorrect, please contact your asessor’s office to discuss your concerns. If you are not satisfied with the valuation or classification after disussing it with your assessor, you may appear before the Local Board of Appeal and Equalization. The Board shall review the valuation, classification, or both is necessary, and shall correct it as needed. Generally, an appearance before your Local Board of Appeal and Equalization is required by law before appealing to the County Board of Appeal and Equalization.

NOTICE OF GRAVEL BIDS
Notice is hereby given that the Town Board of Bismarck Township, Sibley County, will accept bids for 5,000 cubic yards, more or less, of Class 5 or better gravel until 7 P.M. on Monday, April 10th, 2023 when the bids will be opened at the regular township meeting.
Bids will be accepted for any of the following:
1.The whole Township
2. Only the North Half (North of County Road #10)
3. Only the South Half (South of County Road #10)
The bid is to include the name and location of the pit, the cost of the gravel, loading and hauling and is to be delivered NO LATER THAN JULY 31.
Also, if there is a fuel surcharge, please list this separately.
All bids must be accompanied by a certified check in the amount of 5% of the bid, and a Certificate of Insurance for Workmen’s Compensation and Employer’s Liability Coverage.
The gravel is to be delivered according to Gravel Maps that will be furnished by the Township.
The Board reserves the right to reject any or all bids, to waive any irregularities, and to award the bid in the best interest of the Township.

Notice to the Public
The Sibley County Auditor-Treasurer on behalf of GFW Public Schools ISD #2365 will be conducting tests of the precinct tabulating equipment (DS200s) that will be used to count the votes cast for questions to be voted on at the April 11, 2023 GFW ISD #2365 School Special Election and tests of the assistive voting devices (OmniBallot) that will be available as an optional ballot marker to assist voters to vote privately and independently at the April 11, 2023 GFW ISD #2365 School Special Election.
These tests are open to the public and will be held at the Sibley County Courthouse Basement in Gaylord on Thursday, March 30, at 6:30 p.m.
