An Ordinance UPDATING CODE 33.04 providing for reimbursement for computer and computer related equipment
The City Council of the City of Lafayette Ordains:
COMPUTER AND COMPUTER EQUIPMENT REIMBURSEMENT
SECTION 1. PURPOSE
It is the purpose of this Section to provide for reimbursement to the Mayor, City Council, and other City Staff at the City Council’s discretion, for a computer or other electronic device to be used in their performance as members of the Lafayette City Council.
SECTION 2. REIMBURSEMENT
The Mayor, City Councilmembers, and other City Staff as determined by the City Council, will be provided reimbursement by the City for a computer or other appropriate electronic device or software purchased for use in their official capacity as a City Councilmembers in a maximum amount of $800 with receipt for proof of purchase of said equipment.
The reimbursement will be done once per member per elected term of office or, for staff members, as deemed appropriate by the City Council.
The computer purchases reimbursed under this Ordinance are the personal property of the Mayor, Councilmember, or staff member. The Mayor and individual Councilmembers may refuse this benefit.
Only those Councilmembers in office on January 1, 2015 and thereafter will be eligible for this equipment reimbursement. Notwithstanding the preceding provision, a Mayor elect and Councilmembers elect who will take office effective January 1 of any year may be reimbursed after January 1 of any year, for their computer equipment purchased prior to the effective date of the commencement of their term in office. Also, any Mayor or Councilmember in office at the time of the effective date of this ordinance may receive said reimbursement within six (6) months of the effective date.
SECTION 3. POOLING OF RESOURCES
Elected officials and staff eligible for equipment reimbursement under this section, may, if they choose, jointly solicit bids, quotes, or RFPs for their equipment for the purposes of cost efficiency. Persons purchasing equipment under this ordinance will submit receipts to the city clerk/treasurer to receive a reimbursement through a payroll check to eliminate an IRS Fringe benefit infraction. Reimbursement of the sales tax will not be included.

NOTICE OF HEARING ON PROPOSED ASSESSMENTS
Notice is hereby given that the Lafayette City Council will meet at 7:00 p.m. or as soon as possible thereafter on Monday, September 9, 2024 at the Council Chambers, 791 Main Avenue, Lafayette Minnesota, to consider the following proposed assessment for the stated purpose. Adoption by the Council of the proposed assessments may occur at the hearing.
Amount to certify for collection by the Nicollet County Auditor the unpaid charges amount totaling $898.38, plus $32 county fee for the legal description, for the term of one-year at 4% interest.
Legal Description: Lots Eleven (11), Block Three (3), Anderson’s Addition
Purpose: Be Assessed:
to Lafayette, Nicollet, County Minnesota.
The amounts to be specifically assessed against the particular lot, piece, or parcel of land are as shown. Such assessments are proposed to be payable in 1 payment, beginning January, 2025.
Persons may at any time prior to the certification of the assessments to the County Auditor, pay the entire assessment on such property, with interest accrued, to the City Clerk of the City of Lafayette. No interest shall be charged if the entire assessments are paid prior to certification to the County Auditor, by November 30, 2024.
The proposed assessments are on file for public inspection at the City Clerk’s office. Written or oral objections will be considered at the meeting. No appeal may be taken as to the amount of the assessments unless a written objection signed by the affected property owner is filed with the municipal clerk prior to the assessment hearing or presented to the presiding officer at the hearing.
The owners may appeal the assessments to District Court pursuant to Minn. Stat. §429.081 by serving notice of the appeal upon the Mayor or Clerk of the City within 30 days after the adoption of the assessments and filing such notice with the District Court within 10 days after service upon the Mayor or Clerk.
