City of Winthrop ordinance number 2020-138 AN ORDINANCE ADDING CODE SECTION 503.11 MAKING IT UNLAWFUL FOR A PERSON TO ALLOW AN ATTACK BY ANIMAL WHEREAS, the City of Winthrop has established Code Section 503 regulating dogs; and WHEREAS, City Staff and the City Council have determined that it would be beneficial for the public health, safety, and welfare of the citizens to make it unlawful for any person to allow an attack by an animal that is or ought to be under that person’s control. NOW, THEREFORE, the City Council of the City of Winthrop, Sibley County, State of Minnesota, hereby ordains as follows: 1. Section 503.11 shall be added to the City Code, as follows: § 503.11 Attack by Animal. It shall be unlawful for any person who owns, harbors, or keeps any animal, or the parents or the guardians of any such person under 18 years of age, to negligently or intentionally permit or fail to prevent the animal from inflicting or attempting to inflict bodily injury upon any person or other animal whether or not the owner is present. This section shall not apply to an attack by a dog under the control of an on-duty law enforcement officer or to an attack upon an uninvited intruder who has entered the owner’s home without permission. Any person, firm or corporation found guilty of violating any section of this part is guilty of a misdemeanor. City of Winthrop ordinance number 2020-137 An ordinance Repealing Section 701.07 Of the Winthrop City Code in its entirety The City Council of the City of Winthrop Ordains: SECTION I. Section 701.07 of the Winthrop City Code, pertaining to winter parking, in its entirety, is hereby repealed. SECTION II. Effective Date. This Ordinance shall be in full force and effect after passage and publication. ADOPTED by the City Council of the City of Winthrop, Minnesota this 2nd day of March 2020. NOTICE HAY LAND FOR RENT The Sibley County Board of Commissioners will accept sealed bids at the office of Sibley County Public Works until 4:30 P.M., Thursday, March 26th, 2020 for a two (2) year lease of the following: 1. Hay land at the Clear Lake County Park, described as that part (12.1 acres) of 38.4 acres of Government Lots 1, 2, 3, & 4, Section 36 of Severance Township. 2. Hay land at the Sibley County landfill, on County Road 67, described as part of the SE1/4 of SW ¼ of Section 34 of Dryden Township. 3. Hay land in the NW corner of CSAH 11 and C.R. 111, described as that part of the NE ¼ of NE ¼, Section 24 of Green Isle Township. All bids must be submitted on a proposal form, which is available at the Office of the Sibley County Public Works or online at www.co.sibley.mn.us , search location, Public Works, News & Public Notices.
