Winthrop City Council Regular Minutes Monday, January 4th, 2021 A regular meeting of the Winthrop City Council was called to order by Mayor Kelly Pierson at 7:00 p.m. on Monday, January 4th via Zoom. R2021-01 Resolution Accepting Park Donation from Scott Trebelhorn (A)— There was a problem with Scott Trebelhorn donating the land before the end of the year due to the property still in Robert Trebelhorn’s name, so Scott made a donation to the city to offset the city purchase of the land from Jane Trebelhorn. REPORTS OF OFFICERS, BOARDS AND COMMITTEES a. ADMINISTRATOR/EDA REPORT—Palmer reported that she has been working on the wastewater reuse project with Heartland and DFA and ISG. There is a meeting Friday to discuss the financing. Working with Gibbon, Fairfax and GFW on a grant the school received for $55,000 to help distribute meals to distance learning students, 2020A assessments are certified, a number of people have paid all or a portion of their assessments. 2021 Utility rebates are on the website. The refinance bonds for RS Fiber and the Lodge are complete. WEDA Palmer worked 8 hours on bookwork and a special meeting with Brian Maciej with Lime Valley to discuss a marketing project to promote the Industrial Park land. e. ELECTRIC DEPARTMENT REPORT—Also Machaiek gave an update on the MMPA meeting. h. POLICE CHIEF’S REPORT—Chief Johnson reported that the City met with GFW Administrator Horton to discuss the SRO program. All parties feel that Aaron Hacker is doing a great job and the program is working well this year. Johnson also reported that Erick Cruckson has passed all his required tests and Springfield Police Department is going to provide his defensive tactics training so he can start FTO. STATE OF MINNESOTA BUFFALO CREEK WATERSHED DISTRICT DRAINAGE AUTHORITY FOR BUFFALO CREEK WATERSHED DITCH (WD) 79-2 NOTICE OF HEARING The matter of the Petition of Kevin J. and Penny Lindeman for outlet to drainage system pursuant to statutes section 103E.401 PLEASE TAKE NOTICE, the Board of Managers of the Buffalo Creek Watershed District, seated as the Drainage Authority for WD 79-2, pursuant to statutes chapter 103E, shall hold a public hearing on the Petition of Kevin J. and Penny Lindeman to outlet land in section 4 of Penn Township, McLeod County. The Board will consider the petition and a proposed outlet charge and future benefits value at the hearing. The hearing is required pursuant to statutes section 103E.401. The hearing shall be held at 1:00 p.m. on Tuesday, February 23, 2021, at the Watershed District meeting room at the Glencoe City Center, 1107 11th St. E., Glencoe, MN 55336.
