Winthrop Council looking into possible project on Second Street

While it would be several steps away, the Winthrop City Council initiated the process that would make infrastructure improvements on Second Street in downtown Winthrop. At its regular meeting on Monday, Feb. 28, The City Council approved a pre-feasibility study from ISG for $6,500.
