SEVERANCE TOWNSHIP GRAVEL BID NOTICE
Notice is hereby given that the Severance Township Board is accepting bids for 3,000 cubic yards of Class 5 gravel. The bid should include the gravel crushing, loading and hauling to Severance Township by August 15, 2023. Bids and a copy of providers certificate of liability insurance are to be received at the Clerk’s residency by May 7, 2023. All bids received be it rejected or accepted by the Township Board will be answered upon.

Meeting Minutes
Monday, February 27, 2023
A Regular Meeting of the City Council of the City of Winthrop will be called to order at 7 p.m. on Monday, February 27th, 2023, in the city council chambers of the City Hall, for the purpose of conducting city business.
Councilors Present: Councilors Schmidt, O’Connor, Wickenhauser, Machaiek.
Councilors Absent: Mayor Edwards, Councilor Trebelhorn
Staff: City Administrator Michael Looft, City Clerk Heather Haun, City Attorney Aaron Walton, Public Works Supervisor Troy Martin, Fire Chief Adam Pagel, Police Chief Logan Anderson, Asst Chief Aron Hacker.

APPROVAL OF AGENDA
Establish Current Agenda – nothing was added to the current agenda. Looft added 5.5 Community Garden to the agenda.
CONSENT AGENDA
4.1 Approval of Minutes: January 23, 2023 – Enclosed
4.2 Claims for the month of January 18- February 17, 2023 – Enclosed.
4.3 Winthrop Police Department Policy Update (Body Cameras) – Enclosed Motion made by Wickenhauser, seconded by O’Connor. Motion carried.
NEW BUSINESS
5.1 School District Update: GFW Superintendent Dr. Jeff Horton (I) Superintendent Horton discussed the school vote taking place on April 11, 2023. Talking about the cost of repair vs replacement. There have been lots of water issues at the current location. Working with the legislature to bring $1 million dollars to all three cities making up GFW. 500,00 – 750,000 in savings going to a single site school. Went through the website and how citizens can look up their specific tax impact. Schmidt asked about why there are new district offices in the questions,
5.2 Resolution 2023-006: Temporary Hiring of Karen Zimny (A) Winthrop Police Department requests the help of an expert in evidence retention and setup. Zimny works currently for the Gaylord PD. Council would approve up to 60 hours of required work and training. Compensation for this required project is an hourly rate of $29.52.
Chief Anderson spoke to the qualifications of Zimny. Looft talked about the importance of retention. Motion made by Schmidt, seconded by O’Connor. Motion carried.
5.3 Advanced Water Reclamation Facility – Feasibility Study (A) Heartland Corn Products, Dairy Farmers of America and the City of Winthrop would like to continue work on the AWRF. This work began in 2020 and was never finished. The City would be hiring Kimley-Horn and Associates to finish the study and move the project towards completion. The total amount for this next phase is $87,300. Split is three equal shares. Motion made by Schmidt, seconded by Wickenhauser. Motion carried.
5.4 Website Revamp and Reconstruction (A) The Chamber of Commerce has pledged $2,000. I’m asking for City and EDA to contribute $6,500 each. This would be a complete website rebuild for a total amount of $15,000. The Goals: Easier accessibility for residents and businesses, integration for our new accounting system (accounts payable), more transparency when it comes to minutes, agendas, budget for both City Council and EDA.
Schmidt asked about gaining control over the different sections of the site. Looft said that each organization would be able to edit and add as they needed to. Motion made by Wickenhauser, seconded by O’Connor. Motion carried.
5.5 Community Garden (I) Looft gave an overview of the Garden Clubs rules and dedication to creating a new community garden space within Winthrop. Public Works would help this spring ensure that the area offered was appropriate with regards to soil conditions and tilling. The council had no objections to starting a community garden as long as the costs were absorbed by the fees associated with the garden.
REPORTS OF OFFICERS, BOARDS AND COMMITTEES
Administrator/EDA Director – Veteran Pavers program, SWMH project is helping with grant writing, Meet with ISG on the 2nd St Project, recapped 2nd street reasons for project, Final meeting Feb 28th from 4-6. Schmidt expressed concerns for the parking on her side of the street. Also concerns about the items in the sidewalk for snow reasons. Schmidt is concerned about losing space in front of her business. Pete is concerned with the assessments and the cost. Next item will be the bids.
Electrical – MMPA had their meeting, they are looking for ways to help annex and fund additional electrical areas. Work session was determined that it should be sometime in March.
Winthrop Police – Officer Hasbargen is in Philadelphia wrapping up his DRE schooling. Updating the city ordinances over the next few months. Looking into implementing a couple new policies regarding less lethal. Talking with Horton about the SRO Program. Looking at implementation of a K-9 program.
Parks-received the park pavilion construction documentation and should be up for construction bids soon.

Monday, March 13th, 2023
A Regular Meeting of the City Council of the City of Winthrop will be called to order at 7 p.m. on Monday, March 13th, 2023, in the city council chambers of the City Hall, for the purpose of conducting city business.

NEW BUSINESS
5.1 Resolution 2023-007: Resolution Supporting Economic Development (A) A resolution offering support to the GFW School district for a centrally located school building that will help our community thrive.
Looft read the resolution for all to hear. Schmidt made a motion to reword to the resolution, making it more general offering support for continued support for the local support of GFW school system. Trebelhorn seconded the motion. Discussion took place. Looft reread the resolution with the language change. Edwards called for a vote, O’Connor opposed the language change, Resolution passed 4-1 with language change.
5.2 Resolution 2023-008: Accepting Donations on behalf of the Citizens of Winthrop (A) $2,000 from the Winthrop Veterans, $143.75 from Terri Schuette Motion made by Schmidt, seconded by Trebelhorn. Motion carried.
REPORTS OF OFFICERS, BOARDS AND COMMITTEES
Looft stated the city is working on a lot right now. Kimberly and Horn just got back to the City with numbers. There will be more to report soon. We are currently in the design phase for the fire and ambulance building. Looking into the new building and the land we are putting it on. EDA is signing on the Bauer building of Wednesday. Looft received the schematics back from the pavilion and will be going out for the bidding soon.
Trebelhorn reported library things are going well, open house was good. There have been comments about all the new reading materials that have been purchased. They are planning to do more activities.
Wickenhauser stated they have a cable commission meeting coming up.

CALL TO ORDER
The regular board meeting of the GFW Public School Board was held on March 20, 2023 at the Elementary School Gibbon, MN. Chair Merkel called the meeting to order at 6:33 p.m.
