Meeting Minutes
Monday, May 4, 2026
A Regular Meeting of the City Council of the City of Winthrop was called to order at 7 p.m. on May 4, 2026, in the city council chambers of the City Hall, for the purpose of conducting city business.
Councilors Present: Mayor Trebelhorn, Councilors Wickenhauser, Pierson, O’Connor, Stoll and Santelman.
Staff Present: City Administrator Michael Looft
Call to Order
The meeting was called to order at 7:00pm by Mayor Trebelhorn.
Approval of Agenda
Approval of the modified agenda adding an addition to 5.1 Bargen Incorp. Motion by Stoll to approve the agenda, seconded by O’Connor. Motion carried.
Consent Agenda
3.1. Approval of Minutes: April 6, 2026.
3.2. Financials April 2026
3.3. Sewer Forgiveness Form: Gary Kaufmann $319.96; Monica Liftin $342.03.
3.4. Police Policy #5: Domestic Abuse Response & Arrest Minn Stat 629.34. Motion to approve the consent agenda by Santelman, seconded by Stoll. Motion Carried.
Public Hearing
The public hearing was opened at 7:04pm by Councilor Stoll, seconded by Wickenhauser. There were none to speak. The motion was made by Councilor Wickenhauser at 7:06pm to close the public hearing, seconded by O’Connor. Motion carried.

New Business
5.1. RFP Results from the Seal Coating Project (A)
Public Works is asking Council’s permission to authorize contract with the lowest bid Pearson
Bros. Inc of $20,840 with an additional fee of sweep from Lonnie Kohls of $2,400, for a total of $23,240. This is a budgeted item. Bargen is being used to fix cracks on 8th Street. Motion by O’Connor to approve the bids, seconded by Stoll. Motion Carried.
5.2. Resolution 2026-010 Assessment of Past Due Utilities & Fines (A) Motion to approve the assessments against properties by O’Connor, seconded by Wickenhauser. Motion carried unanimously.
5.3. Resolution 2026-011 RFP Construction Management At Rick for Fire and Ambulance Building (A) Motion to approve going for RFPs on construction companies by Wickenhauser, seconded by O’Connor. Motion carried unanimously.
5.4. Resolution 2026-012 – Fire Department Request for Chassis Purchase for Van Rescue (A) Motion to table this request until further research is done by O’Connor and seconded by Santelman. Motion carried.
Old Business
6.1. Splashpad Updates (I)
Council was given brief overviews of the splashpad progress. The construction company states it should be ready by the end of June.
6.2. Flagpole Bracket Installation and Process Update (I)
Flagpoles for Memorial Day will be placed soon. Flag brackets and powder coating were done locally. They also made additional flag brackets in the park.
6.3. STREAMS Funding Sources (I) Currently the city of Winthrop seeks funding from state bonding bill for $4 million and the federal earmark process for $4 million.

GFW Schools
CALL FOR
BID/QUOTES
At their regular meeting oning on June 15, 2026 the GFW Board of Education called for bids on milk/juice, diesel and gasoline products for the 2026-27 school year. Specs are available at the GFW Business Office. Bids and quotes are due in to the GFW Business Office, 1157 East 13th Street, Gibbon, MN 55335 at 3:00 p.m. on July 15th.
The School District reserves the right to reject
any or all bids and quotes.
