NARCOA making stops in Winthrop annually

Each year for about the past seven years, private rail cars have been coming through Winthrop. These cars are a part of the North American Railcar Operators Association (NARCOA), a non-profit organization that is dedicated to the preservation and safe, legal operation of railroad equipment that historically was used for maintenance of railroads.
David Voeltz is the excursion coordinator for the First Iowa Division of NARCOA. He has been doing that for about 15 years. He makes contact with the railroads and gets agreements put together with them. He then informs the members when and where the excursions will be held.
Voeltz also has been elected as the chairman of the First Iowa Division and has served in that capacity for about four years ago.
