Monday, May 20, 2024
A Regular Meeting of the City Council of the City of Winthrop was called to order at 7 p.m. on May 20, 2024, in the city council chambers of the City Hall, for the purpose of conducting city business.
Councilors Present: Councilors O’Connor, Wickenhauser, Renner, Pierson (Presiding), Stoll.
Councilors Absent: Mayor Trebelhorn
Staff Present: City Administrator Michael Looft, City Clerk Heather Haun, Chief of Police Logan Anderson.

APPROVAL OF AGENDA
3.1 Establish Current Agenda
Motion by Wickenhauser to approve the agenda. Seconded by Renner. Motion carried unanimously.
CONSENT AGENDA
4.1 Approval of Minutes: April 22, 2024
4.2 Approval of Financials
Motion by Stoll to approve the minutes and unaudited financials. Seconded by Wickenhauser. Motion carried unanimously.
NEW BUSINESS
5.1 Resolution 2024-020 – City Council Change of Time/Day
Motion by O’Conner, accepting the 1st Monday of the month at 7 pm with the new open forum time. Seconded by Stoll. It will be published in Winthrop News, hung on the community board and placed in the utility bills. Motion carried unanimously.
5.2 HomeServe – Sewer/Water Line Insurance Program. Within the fiscal year of 2024, 5 privately owned sewer service lines have been replaced or repaired in Winthrop. This comes to a significant cost to the resident whose line is needing repair. In the past, council has helped residents by assessing their line replacement to the taxes. Most private line repairs cost up to $9,000-22,000 depending on the length and location. If the city would have paid for all the line repairs this year, it would have cost the city $112,000 in unbudgeted expenses. The solution is the privately insure these lines with HomeServe, a National League of Cities approved program. Residents would sign up for the service and for $10.49/month the resident receives coverage up to $8500. The program also protects exterior water lines and interior plumbing for additional charges. Renner asked for there to be language added, stating that we are not taking just one company and others could be added.
Motion by Stoll with the added language changes that include the ability for other companies to bid insurance quotes for home repairs, Seconded by O’Connor. Montion carried unanimously.
5.3 Public Works Vehicle Purchase. Public works have a five-year rotating schedule for their vehicles. Public Works uses their vehicles for all utilities (sewer, water, electric, and public works). Therefore, each separate enterprise fund will help fund a new/used vehicle. The vehicle needing replacement is from 2010. There is currently $149,201.65 in their capital expenditures account for vehicle replacement. Public Works director would like to purchase a used vehicle to stretch the money. There is currently a 2021 Ford E-350 Super Duty service body and utility van available. Only 8,000 miles on the vehicle. The price is $48,800.
Motion by Renner, seconded by O’Connor. Discussion: Pierson asked where the vehicle was located, Looft explained Sauk Rapids. Discussion was had about the functionality of a van versus truck. Motion carried unanimously.
5.4 Police Vehicle Purchase. The replacement schedule for police vehicles is three-years. We have had to invest significant amounts of money into the old police car (the one that Aron drives) and the Police Chief is asking for a replacement this year. We are off replacement schedule by two years. It is recommended to council that we proceed forward since the bid process is about to open in June. As a reminder, there are only two windows to do a state aid bid, they happen in June and November/December timeframes. The initial cost for the vehicle is $44,000-48,000.
Motion by Stoll to bid in June, Second by Wickenhauser. Motion carried unanimously.
5.5 Resolution 2024-023 Green Step – Resolution on Canceling the Participation in the Program (A). In 2015 Winthrop City Council approved the city participating in MPCA’s Green Step City. The program was started but never actually went anywhere. There is a very detailed follow up and follow through that no one since 2015 has done.
Staff’s suggestion is to resign from the program and make our own steps towards becoming an environmentally friendly community.
Motion by Renner to cancel the participation, seconded by O’Connor. Motion carried unanimously.
5.6 Resolution 2024-021 Abatement and Inspection for Creech Property (A)
Motion by O’Connor for the abatement and inspection, seconded by Wickenhauser. Motion carried unanimously.
5.7 Resolution 2024-022 Abatement for Donzell Property (A). There is a significant amount of garbage on the property. There have been complaints from truck drivers that come to the area. We have tried to get this property into compliance for a while and they will move things around.
Motion by Stoll to abate the property, seconded by Renner. Motion carried unanimously.
Gave an update on the two abatements from the previous meeting. Advised that they will on the next meeting due to the 30 days that were given. Stoll advised that the house numbers from the previous meeting is still an issue that needs to be addressed.
Mayor Trebelhorn arrived and presided over the remaining meeting.
Committees:
Administrative – Gave update on STREAMS project, stated we are working with Flaherty and Hood. The EDA is continuing to receive grant applications for Façades. Second Street there had been a request for more signage in the area, they did arrive today. Sewer is up to Hennepin now; they are making steady progress. We are making interest in the bond funds and depending on how long the project goes on it might be a significant amount and it is money that must be spent on the project. Ambulance and Fire building has had a few meetings now and are making progress. We are getting into budget season; the League of MN Cities came to Winthrop and assessed all the property for the city and there was a 67% increase. We met with our insurance agent this morning and we were going through it line by line. There were some significant misses on what was insured. Work Comp insurance is going up significantly. Discussed the reasons for work compensation increases across the state. There is also a significant increase in health insurance costs across the state as well. Utilities will need to be looked at during the budget; however, we are waiting for the audited information. Strong Towns Conference was a success with many good sessions and a lot of great takeaways to help fuel the plans in Winthrop.
Fire – Will be going to Moon Dogs game next month for the volunteers. There is also going to be a Locomotive training coming.
Ambulance – At about 145 for responded calls for service. Talked about the change of the oxygen services due to being charged excessive amounts of money and the change that happened. Will be looking at more items on the fire and ambulance building. This was found because of the new system and the payment approval process.
Library – The summer hours are going to be starting up. They had a book sale during the city-wide garage sales. They will be going to the zoo next month.
Police – Passed around phone with images of Winsted’s new police truck. K9 Kane was rehomed to the Hennepin County Drug Task Force, and we will be getting a new dog in the spring of 2025 when we have our new K9 officer.
Park – Moving forward with planning, updating maps, making sure the new sewer line will work for the needs. Still waiting to hear back on the DNR grant that was applied for. These results should be in June. There will be a meeting next week some time. There was a good steady turn out of the Mother’s Day Brunch for the park fundraiser.

AN ORDINANCE
AMENDING THE ZONING CODE
WHEREAS, the City of Lafayette adopted its zoning ordinance on 12/27/1990, and then in part made updates on 10/9/2023, which have subsequently been codified in City Code Chapter 151; and
WHEREAS, the Council of the City of Lafayette has now determined that the zoning code requires an update to the definition of an accessory use that would better serve the City and members of the public.
NOW, THEREFORE, the City Council of the City of Lafayette, Nicollet County, State of Minnesota, hereby ordains as follows:
Code § 151.003 ACCESSORY USES, definition shall be amended to the following:
A land use related, but subordinated to the main use of the property, including, but not limited to, garages, fences, parking lots, driveways and sidewalks.
