Winthrop City Council
Meeting Minutes
Monday, March 2, 2026
A Regular Meeting of the City Council of the City of Winthrop was called to order at 7 p.m. on March 2, 2026, in the city council chambers of the City Hall, for the purpose of conducting city business.
Councilors Present: Mayor Trebelhorn, Councilors Pierson, Wickenhauser, Stoll and Santelman. Councilors Absent: Councilor O’Connor
Staff Present: City Administrator Michael Looft, City Clerk Heather Haun
Approval of Agenda
Motion by Pierson to accept the agenda as presented. Second by Stoll. Motion carried unanimously.
Consent Agenda
3.1. Approval of Minutes: January 22 and February 2, 2026
3.2. Approval of Financials: February 2026
3.3. Donation approval for $100.00 to the Winthrop Ambulance in remembrance of Marlyn Bacon.
3.4. Donation approval for $5,000 to the Winthrop Library to repair/replace the automatic door. This was courtesy of the Catholic Community Foundation (Thank you Jean Sanders for submitted the grant).
Motion to approve by Stoll, seconded by Wickenhauser. Motion carried.
New Business
4.1. Ambulance & Fire Building Updates (I). SEH will presented information outlining the next steps for the proposed addition to the existing fire station. The Council reviewed cost estimates and received updated financial information related to the project. The Council reviewed the status of our buildings, equipment, and overall space needs. Larson Builders is also presented to help answer questions.
Motion to proceed with construction documents and to consult with our bond advisor for bonding by Stoll, seconded by Wickenhauser. Motion carried.

Motion to approve by Pierson, seconded by Santelman. Motion carried.
Part-Time Flex Summer Help (A)
Public Works Director is asking for three part-time summer help individuals. We would take applications starting the second week of March and hire at the end of May. Flex or temporary employees go through the same interview process as permanent employees.
Motion to approve by Stoll, seconded by Wickenhauser. Motion carried.
4.4. RFP Seal Coating (A)
The Public Works Director is requesting proposals for seal coating in town. From time to time, we go out for bids to ensure that the company we choose is competitively priced. As prices for seal coating continue to go up and change staff wants to ensure that we are looking at the entire market for seal coating prices.
Motion to approve by Pierson, seconded by Santelman. Motion carried.
4.5. City Hall Door Replacement (A)
MSI has submitted a proposal for the replacement of a door in front of city hall. The door would replace the large glass window where the stairs current face. The ADA ramp that was put in was due to USDA funding for the fire/police grant for radios in 2024.
No motion was made to proceed forward.
4.6. Electrical Upgrades – MMPA Electric Rebate
Jackson Electric is working with the city to relamp the upstairs of city hall and upgrade some of the electrical at the city council chambers to put a more permanent solution for electrical and HDMI access to the TVs. This will also be coordinated with the upgrade to the speaker system if city council approves.

COMMITTEE NOTICES
& UPDATES
Administration – Purchased Hahn’s, they will be opening soon in partnership with MidCountry Bank. Busy with STREAMS and doing a lot of data collection. Our I&I decreased by 30% due to the 2nd Street project so they are collecting data again for more current numbers. On the 25th they go to the state capital to ask for 4 million from the state and 4 million from the federal government.
Fire – Haven’t heard back from the price consultant on the fire chassis on the existing rescue truck but could save some money by buying one this year due to emissions jump. The orders will stop in June or July. Talked about the tanker and the patch weld and will be trying for a DNR grant on a poly tank.
Library – Met on February 19th and talked about the health of the library. The friends are having a murder mystery in a couple weeks with some local actors in it.
Public Works/Utility– Troy and Chris are up at the MN Rural Water Conference.
Ambulance – Up to 22 calls for the year, looking into different grants including a radio grants. Just got an email from the EMSRB for non-compensated care fund.
Police – Still looking for candidates for the full time position.

The Board of Appeal and Equalization for the City of Lafayette in Nicollet County, Minnesota will meet at the Council Chambers, 791 Main Ave. at 6:30 pm on Monday the 11th day of May 2026. The purpose of this meeting is to determine whether property in the jurisdiction has been properly valued and classified by the assessor.
If you believe the value or classification of your property is incorrect, please contact your assessor’s office to discuss your concerns. If you disagree with the valuation or classification after discussing it with your assessor, you may appear before the local board of appeal and equalization. The board will review your assessments and may make corrections as needed. Generally, you must appeal to the local board before appealing to the county board of appeal and equalization.

Public Hearing
Notice
The Lafayette City Council has scheduled a Public Hearing during its regularly scheduled meeting on Monday, May 11, 2026, at 6:30pm, following the Local Board of Appeals & Equalization hearing and will be held in the City Council Chambers at 791 Main Avenue, Lafayette MN.
The purpose of the public hearings is to hear comments and concerns on Zoning Ordinance 157 clarifying the process for a variance notification and Ordinance 159 adopting a Subdivision ordinance, both are posted on the city website.
